Чтобы не промахнуться с выбором файлов для "холодного" копирования оракла, не поленитесь выполнить такие запросы в БД:
select name from v$datafile;
select name from v$controlfile;
SELECT member FROM v$logfile;

Есть еще файлы параметров, их тоже надо копировать.

The init.ora file stores the initialization parameters of Oracle. The values that are currently in effect can be viewed through v$parameter.
The init.ora file is read when an instance (for example using startup in SQL*Plus).
Default location and name
The default location of init.ora is $ORACLE_HOME/dbs> on unix and %ORACLE_HOME%\database on Windows. On Windows, the location can be changed by changing ORA_%ORACLE_SID%_PFILE.
The default name for the file is init$ORACLE_SID.ora (unix) or init%ORACLE_SID%.ora (windows)

An SPFILE is a Server Parameter File.
The SPFILE file is read when an instance is started up.
Up to Oracle 8i, the initialization parameters were stored (only) in the init.ora file. If a paramter has been dyanammically changed (with alter system), the changement was lost after the next startup of the database unless it was also changed in the init.ora. SPFILEs ease this as changements made with alter system can be stored and be used for the next startup of the database.
In order to permanently store such a changement, use the alter system ... scope spfile syntax.
